Funny I was looking into this just now, as well.
I have an account with InteractiveBrokers (IBKR), and apparently their desktop trading app can show Level 2. TradingView also has a support page that says they can show level 2 data from IBKR.

Sadly TradingView’s free tier is quite limited.
I still haven’t tried either one, though.
