Already available - but not eligible for ISA account which is why you cannot see it I guess. Check the invest account and you should see it.

HMRC rules, not sure which ones exactly. Sure someone on this forum will know and will be able to say. Or maybe an answer will come up if you search this forum for nio.
More details can be found below. As I understand it: a company must be officially listed on a ‘recognised stock exchange’ to be held in an Isa.
Don’t let Isa eligibility put you off though. I shelter what I can, but hold a bunch of stocks outside my Isas–Tencent, Meituan, PDD, Sea, AIA, HDFC and a few others. I’ll probably wind up paying some tax on capital gains but, for me, it’s a price worth paying for exposure to such companies.
In common all being ADR.
Maybe is that the reason why HMRC considered them not eligible for the ISA accounts.
Some ADRs are Isa eligible–NVS and ASML for example–but you’re right, as a general rule, ADRs in emerging markets are often ineligible.
