No currently but I read a recent post from the team that this will soon be a feature.
Anyway the price of the shares appears under the no of shares so for now just get as close as possible to 10 Euros and then you can make another order later for fractional shares if this is offered on your stock
No. That is not possible for at the moment. However, it is apparently a feature that will come soon.
