If a market is closed on which you are trying to sell, it will not be able to complete the rebalance until the markets open.

It seems like one of the slices within your pie has been delisted from trading. Livongo (LVGO) was acquired by Teladoc Health Inc (TDOC) on the 3rd of November. If you cancel the Rebalance, the pie will continue to operate, as Livongo’s stock will be removed from the platform. 
Thanks very much i shall do that today, cancel the rebalance, thanks for you prompt response, spot on
