Are tax fees incurred if you transfer funds from one ISA to another?
You won’t be taxed for withdrawing from an ISA, but if you withdraw the money without doing a proper ISA transfer request you will not be able to reinvest that part of your tax-free allowance again.
If you do a ISA transfer request you should have no issues.
