Cash transfer to IB.

Hello,
I read it here, that cash transfer are available.

Is this possible for regular invest account? What are the steps I need to follow? I understand that I need to sell all my portfolio, then what ?

It may be more straight forward to withdraw the cash to your bank account then transfer it to IB. Will you have to pay any fees to transfer to IB?
