What do you mean?
I assume you mean US penny stocks, if you are talking OTC pink sheets they are going to be on the Invest side.
Find the stock and hit Buy some you might find are close only which is T212 decision to temporarily block the buying so they don’t get in trouble.
Penny stocks are stocks priced under $1 or £1, you can buy them like any other stocks.
Technically it’s stocks under $5 by definition

But seriously I’m musing poorly at the definition of penny stocks more generally being price denominated rather then marcap.

Yeah UK definition is under a quid to be a penny stock so not really the $5 equivalent (~£3.60 as of this week).
The $5 is just in regards to how the SEC define it for US stocks.
I think the OP needed a simpler answer than the official definition.
